The Mental Health Alcohol and Other Drugs Branch (MHAODB) supports the statewide development, delivery and enhancement of safe, quality, evidence-based clinical and non-clinical services in the specialist areas of mental health and alcohol and other drugs treatment.
This includes supporting and coordinating clinical and non-clinical service development and improvement, including the management and evaluation of performance across Queensland. MHAODB also undertakes contemporary evidence-based service planning, development and review of models of care, new programs and service delivery initiatives.
MHAODB is also responsible for statewide policy development in collaboration with government and non-government partners at the state and national level and representing Queensland in progressing national reform agendas. It also meets Queensland’s obligations around the collection and reporting of information, support patient safety and engagement and provides purchasing advice on system-wide specialist mental health, alcohol and other drug programs.
MHAODB is also responsible for administering the Mental Health Act 2016.

- Clinical systems, collections and performance

The Clinical Systems, Collections and Performance Unit (CSCPU) program supports HHSs to deliver comprehensive and recovery oriented mental health and alcohol and other drug services. CSCPU does this by ensuring mental health alcohol and other drugs information is available, trusted and utilised at points of care throughout the health system and that it is integrated within the broader health information infrastructure.
CSCPU is responsible for fulfilling state responsibilities relating to the collection and reporting of information for mandatory specialised clinical health data sets and reform initiatives. It facilitates performance management through purchasing arrangements and service improvement of specialised health services and evaluates program outcomes through agreed performance and accountability frameworks at a state and national level.
- Office of the Chief Psychiatrist

The Chief Psychiatrist is responsible for exercising statutory responsibilities for the purpose of the administration of the Mental Health Act 2016 and for consultation and specialist advice regarding the clinical care and treatment of people with mental illness.
The Office of the Chief Psychiatrist (OCP) strives to improve outcomes and the promotion of recovery for consumers of mental health services and clients of alcohol and other drugs services. OCP achieves this by providing leadership, high-level advice and direction in relation to high-quality clinical service provision.
- Strategy, planning and partnerships

The Strategy, Planning and Partnerships Unit supports and guides the delivery of contemporary, high quality mental health, alcohol and other drug services in the public and NGO sectors. We bring about service and system level change and improvement by developing and implementing statewide service planning frameworks and by utilising systems redesign methodologies.
This is achieved by ensuring strong intergovernmental relations, partnerships with key stakeholders across sectors and participation in state and national mental health, alcohol and other drug governance, and by guiding contemporary, evidence-based models of care and program implementation. The Unit has a strong focus on funds acquisition, strategic planning, contract management and ensuring responsiveness to population need.

The Office of the Executive Director leads and develops the strategic direction for mental health, alcohol and other drug services in Queensland. It also provides specialist advice and consultation to representatives from a range of sectors and departments with respect to clinical care and treatment of people with mental illness and substance misuse.
