Summary

The Queensland Paediatric Rehabilitation Service (QPRS) at the Queensland Children's Hospital  partnered with the Australasian Rehabilitation Outcomes Centre (AROC) to develop and implement the paediatric rehabilitation clinical registry for Australia, the APROC Registry.

Using this data, participating paediatric rehabilitation services across Australia (and NZ) will enable Queensland Health to:

  • Benchmark length of stay and outcomes for similar clinical pathways and diagnostic groups.
  • Track an individual service's outcome performance over time.
  • Use data as a tool to assist planning rehabilitation for individual patients e.g. regarding Length of Stay; WeeFIM changes.
  • Determine changes in outcomes against changes to intervention e.g. model of care; level of care.

The project was funded through the Statewide Rehabilitation Clinical Network (SRbCN) by the Healthcare Improvement Unit, Clinical Excellence Division. Congratulations to all involved in the development and delivery of this project.

Background

The AROC is a self-funding organisation and a joint initiative of the Australian rehabilitation sector. AROC commenced in July 2002 with the primary purpose of developing a national benchmarking system to improve clinical rehabilitation outcomes in both the public and private sectors. While AROC has collected and reported on data relevant to adult rehabilitation services since its inception in 2002, no applicable national data collection or system existed for paediatric rehabilitation prior to this project. Consequently no national paediatric data had been collected or collated and no benchmarking had occurred in any area of paediatric rehabilitation.

The Queensland Paediatric Rehabilitation Service (QPRS) at Lady Cilento Children’s Hospital (LCCH) had been collaborating closely with other paediatric rehabilitation services throughout Australia since 2010 when the issue was initially identified and discussed in Christchurch at a national meeting of paediatric rehabilitation services. The meeting endorsed a commitment to collecting AROC data for benchmarking and a working group was established to develop a national paediatric rehabilitation dataset in collaboration with AROC. The working group developed a draft data set with data items and points and the focus of the project was to:

1. Finalise the early work to achieve national ratification on specific data points for children and young people.

2. Develop and extend the AROC database to support the systematic national collection and reporting of paediatric rehabilitation outcome data relevant to inpatient and day hospital services.

The Australian Paediatric Rehabilitation Outcome Registry became operational in January 2017.

 

Evaluation and Results

The Australian Paediatric Rehabilitation Outcome Registry project has been successfully adapted and implemented at the hospital. The project enabled collaboration of paediatric rehabilitation services across Australia (and NZ) with the Australasian Rehabilitation Outcomes Centre to develop the registry including; user acceptance testing of the database, development of supporting documentation and facility training and support. The registry enables, for the first time, paediatric rehabilitation services to benchmark length of stay and functional outcomes for similar clinical pathways and diagnostic groups across Australia and the ability to track an individual service’s outcome performance over time.
